The amendment to the Regulation on Commercial Advertising and Unfair Commercial Practices (Ticari Reklam ve Haksız Ticari Uygulamalar Yönetmeliği) was published in the Official Gazette (Resmî Gazete) No. 33297 of 1 July 2026 and came into force on 1 August 2026. The change touches three areas that concern anyone who makes content: influencer posts, the use of artificial intelligence and targeted advertising.
What will influencers have to write?
According to the Ministry of Trade's announcement, if an influencer gains a benefit from a post, such as earnings, a discounted product or service, or attendance at an event, they must use the word "reklam" (advertisement) or "tanıtım" (promotion) in the post. According to the summary by Erdem & Erdem law firm, statements that clearly show who the advertiser is are also required alongside this word.
What has changed for AI content?
According to the same summary, if artificial intelligence is used in a way that could significantly affect consumers' economic behaviour, or if digital characters indistinguishable from humans appear, this must be stated clearly. Showing AI-generated digital copies of real people as if they had used or recommended a product they have not actually used is banned.
Targeted advertising and reviews
Targeted advertising to children based on personal data has been banned. For other targeted advertising, the advertiser must give consumers, in an easily accessible way, the criteria by which the ad is shown and how those criteria can be changed. The amendment also requires online consumer reviews to be based on verifiable experiences and cuts the time to respond to complaints from 72 hours to 48 hours.
According to Milliyet's report based on Anadolu Agency, administrative fines from 79 thousand lira up to 31.8 million lira may apply for violations. Which rule a piece of content falls under depends on the details; when in doubt, check the regulation's text in the Official Gazette and consult a lawyer.
